Master 1600 Near Coastal
The commanding officer of a merchant or fishing vessel. Also called master mariner, shipmaster. The term master includes every person except a pilot who has command or charge of a ship. The master of a vessel has general charge of the ship. He must be duly certified for his position.

His duties include starting the ship at the proper time and providing a competent crew as well as proper equipment. He must manage the vessel during the voyage and navigate according to the manner, which has been agreed upon. Because of his peculiar position and his inability to call in officers of the law to assist him, he is invested with special disciplinary power over all persons on board.
